Academics – Academics Rule Changes for 2007-2008

The following changes have been approved by the UIL Legislative Council and Texas Commissioner of Education and take effect for the 2007-2008 school year. Refer to the Constitution & Contest Rules for official wording.

HIGH SCHOOL

  • The Computer Applications contest director may disqualify a contestant if a grader has not been provided, thereby enforcing the existing requirement that Computer Applications coaches serve as graders. C&CR Section 926(d)(1).

  • The single elimination format has been removed as one of the options for running the district Cross-Examination Team Debate tournament. The district championship may be decided by (1) round robin OR (2) preliminary rounds leading to an elimination bracket, as directed by the district committee. C&CR Section 1001(j)(2)(C) and Section 1001(k)(1)(B).

  • The single elimination format has been removed as one of the options for running the district Lincoln-Douglas Debate contest. The district championship may be decided by (1) round robin OR (2) preliminary rounds leading to an elimination bracket, as directed by the district committee. C&CR Section 1002 (1)(2)(B).

  • Judges for the regional One-Act Play contests will be selected by the Texas Educational Theatre Association Adjudicator÷s Organization and approved and assigned by the State Theatre Director. C&CR Section 1033(d)(3)(C).

  • The Legislative Council authorized the pilot project to implement Hands-On Programming in district level Computer Science competition. The pilot began in Spring 2007 and will continue through Spring 2008. If the pilot is successful, the target date for adding rules to the C&CR would be for the 2008-09 school year.

  • CORRECTIONS/REVISIONS:
    The recently passed Senate Bill 1517 has prompted a change in policy regarding honors courses exempt under No Pass No Play guidelines. The Texas Education Agency (TEA) is currently developing language for submission to and approval by the State Board of Education for a more comprehensive, official list of eligible course exemptions. Once finalized, the approved list will be circulated and become the official policy on courses eligible for exemption. These policy revisions also pertain to the section titled “HONORS CLASSES” on page 30 of the 2007-08 Academic Coordinator's Manual. Please click HERE to read more.

MIDDLE SCHOOL/JUNIOR HIGH

  • The award limit for junior high students has been increased to $10 per year (total for all UIL school activites). Certificates awarded by the school, school district or district executive committee to recognize participating students do not count against the $10 limit. C&CR Section 1400(g).
