Dr. Farney is director of the University Interscholastic League and a leader in education in the state of Texas. He has received
numerous honors and awards for his efforts to strengthen public education and promote sportsmanship among student athletes. For over 40 years he has demonstrated consistent dedication to improving the quality of interscholastic competition. He is also a member of National Federation Basketball Rules Committee, National Swimming and Diving Rules Committee, and NCAA Football Rules Committee. Dr. Farney has participated in state and national studies on athletic injuries and is a leader in assisting projects involving dental and medical information.

Graduated as valedictorian of his class at Chilton High School, Chilton, Texas, 1958; lettered four years in football, basketball, and track.
Received football and academic scholarships to Paris Junior College (leading pass receiver in 1959) and to the University of Tulsa (played end during 1961 and 1962 seasons). 1962 Missouri Valley Conference champions;
Graduated from the University of Tulsa January 1963, majoring in English; completed master's degree coursework for an English MA, but moved to Texas where he was granted a Master's degree from Baylor University in 1968.
Served as assistant basketball and wrestling coach at Will Rogers High School in Tulsa, Oklahoma, 1963-64;
Served as
high school principal and coach of football, basketball, track, junior high girls' sports at Lorena, Texas, 1964-67. Conference A regional semi-finalists in boys' basketball, 1965 (lost to state champions in regional).
High school principal at Robinson High School, Waco, Texas, September 1967-January 1970; began golf program (1969 AA district champions);
Superintendent, Crawford ISD, Crawford, Texas, January 1970-August 1977. Coached high school varsity football (district runners-up four times, 1973 state quarterfinalists), girls' basketball (district champions seven consecutive years - 1971-1977, bi-district champions five years, regional champions three years, state tournament three years - 1975-1977, state champions one year - 1975).
Career basketball coaching record: 396 wins, 75 losses. Coached 22 different teams in four different sports since 1970. Fourteen were district champions, six bi-district champions, six regional champions, three state runners-up, one state champion. Has taught and coached in all classifications except Conference AAAA.
Began as University Interscholastic League Athletic Director and Assistant to the Director in September 1977.
Awarded a Doctor's Degree in Education Administration, December 1979, Baylor University. Member of Phi Delta Kappa.
